Razvojno izobraževalni center Novo mesto, RIC Novo mesto for short, is a public institution for adult education and was founded in 1994 by the Municipality of Novo mesto.The concept of the evolution of Institution's organisation and activities is being constantly developed and upgraded in a dynamic way. From an institution whose activities primarily involved educational programmes towards a degree ten years ago, RIC Novo mesto has grown into an adult education centre offering an array of programmes and boasting strong development activities. We provide primarily adult education services for seven neighbouring municipalities in addition to our home municipality.Recently, there has been a steady increase in activities in the scope of project work, thereby in establishing links within partnerships, from local to international.Our programmes of formal and non-formal education, the development of our programmes, the introduction of new forms and possibilities in education and lifelong learning, project work and support activities for adult education and learning, such as counselling, Knowledge Exchange or Open Learning Centre, are put into practice by fifteen permanently employed or freelance educators and administrative workers and by a greater number of the employees hired through public works.The concept of the evolution of our organisation and activities is being continually and dynamically developed and upgraded.Through our open programme scheme and the sustained professional development of our employees and freelancers; through active professional collaboration in the development of adult education activities as well as lifelong learning contents, forms and conditions, our Institution has created the necessary conditions for the adoption of strategic direction. It obliges us:
- To create an environment that fosters education and lifelong learning among residents in different conditions, situations and at every age of life;
- To enable a continuous development and progress of participating individuals through offering information, advice, learning methods and techniques;
- To fulfil our promise and to ensure to our learners, employees, sponsors and other partners that all our processes are implemented in accordance with adopted quality standards;
- To create mutual partnerships with other organisations and individuals in order to exercise the principles of the European Commission's Communication-"It is never too late to learn"-which is followed by the European Union member states, and of the Slovenian Lifelong Learning Strategy.

PLYA
PROJECT LEARNING FOR YOUNG ADULTS

Project Learning for Young Adults (PLYA, in slovene: PUM - Projektno Učenje za Mlajše odrasle) is a long-standing programme that focuses on vulnerable young adults from 15 to 25 years of age who have dropped out of school early, do not have basic vocational education and are unemployed. This programme helps them to overcome social exclusion, encourages them to continue and/or complete schooling, promotes acquisition of competencies and skills to help them find an appropriate job. It is a non-formal, alternative programme of adult education which was publicly approved in 1999.
